Article 3 of the Council of Europe Convention reiterates the same principle as many other human rights treaties, specifying that implementation of the provisions of the Convention by States Parties,“in particular the enjoyment of measures to protect and promote the rights of victims, shall be secured without discrimination on any ground such as sex, race, colour, language, religion, political or other opinion, national or social origin, association with a national minority, property, birth or other status”. Paragraph 63 of the Explanatory Report confirms that this principle refers in particular to the measures to protect and promote victims’ rights and that the meaning of “discrimination” in Article 3 is identical to that given to it under Article 14 of the (European) Convention on the Protection of Human Rights and Fundamental Freedoms.
