District 13, the industry of 'nuclear technology' was a district during the 'Dark Days' of Panem. The Capitol bombed District 13 as a warning to other districts in order to demonstrate their power. It was thought that there were no survivors in District 13, but that is untrue. District 13 now operates independently and covertly apart from Panem.
